The land of the Dancing Deer




The Ministry of Urban affairs and Employment Government of India, clubbed together the erstwhile schemes of NRY, UBSP and PMIUPEP and instead introduced Swarna Jayanti Shahari Rojgar Yojna (SJSRY) since December 1997. The Schemes seeks to provide gainful employment to the urban unemployed poor through encouraging the setting up of self employment ventures or provision of wage employment. this programme also seeks to create suitable community structures and delivery of inputs through the Medium of urban Local bodies and Community structures.
At the state level Manipur Urban Development Agency (MUDA) is the nodal authority, headed by Director, MAHUD, as secretary and Minister MAHUD as chairman. At the district level District Urban Development Agency (DUDA) is the implementing authority of the SJSRY in the urban areas. The Deputy Commissioner is the Chairman of the Board of Management of DUDA and the officer of the Town Planning Department is the Member Secretary. 
The DUDA Bishnupur was formed in December 1997 and registered in January 1998, registration No. being 69 of 1998.
As per 1991 census the urban population of Bishnupur district is 66561. There are 7 towns in the district. The towns are (I) Nambol (II) Bishnupur (iii) Ningthoukhong and Moirang have the status of Municipal Council. The towns of Oinam, Kumbi and Kwakta are Nagar Panchayats.
(a) BPL SURVEY : As per the SJSRY Guide lines a house to house survey to identify the urban BPL families, the 7 urban
     local bodies conducted survey covering 15169 households in October 1999 and submitted the filled up questioners to
     DUDA Bishnupur. 
(b) NEIGHBOURHOOD GROUP (NHG): On the basis of BPL survey 76 numbers of NHGs are formed, one NHG each
      wardwise in 7 towns of the district.
(c) NEIGHBOURHOOD COMMITTEE(NHC): 1 (ONE) Residential Community Volunteer (RCV) is selected wardwise
    of the NHG and send to NHG as their representative and thus 76 NHG are constituted in the 7 urban local bodies of the
(d) COMMUNITY DEVELOPMENT SOCIETY (CDS): The RCV/representative of NHC forms the membership of the
    CDS of the towns. The CDS is the focal point of community structure and play important role in the implementation of
     SJSRY. There are 7 CDS in the district and all the CDS are registered under Manipur Registration Act 1989.
    As per guidelines of SJSRY 7 town Urban Poverty Eradicator (UPE) cell has been constituted in the district headed by
    Executive officer of ULB as project officer. The UPE Cell is to coordinate the activities of CDS with ULBs.
    Thus the establishment of Community structure for the implementation of SJSRY in the district is completed.
The first installment of the Central and State share assistance of the SJSRY for the year 1997-98 was released by MUDA to DUDA Bishnupur in April 1999. Most of the components of the SJSRY have been implemented by three ULBs and utilisation certificate submitted to MUDA. 
(a) COMMUNITY STRUCTURE: Since 7 CDS has been formed and registered in all 7 towns of the district, the allocated
     fund of Rs. 2,19,251/- under Community structure for 1997-98 is released to ULBs for various schemes of CDS.
(b) STRENGTHENING OF TOWN UPE CELL: The urban poverty eradication (UPE) cell has been set up in all the 7
     towns of the district and EOs of the concerned ULB has been appointed as project officer. An amount of Rs. 81,446/-
     allocated under component for 1997-98 has been released to the ULBs for strengthening of concerned UPE cell.
(c) INFRASTRUCTURE SUPPORT: As per SJSRY guidelines Community Seva kendra (Multi functional Municipal
     Centres) are to be constructed under USEP. An amount of Rs. 1,27,162/- allocated under the component for 1997-98
      has been released to the ULB of the district and 7 Community Seva Kendra has been constructed in respective town.
(d) URBAN WAGE EMPLOYMENT PROGRAMME(UWEP) : Since the required infrastructure for the
      implementation ofSJSRY in the district is completed, the development work has been taken up under UWEP which 
      comprises 60%Materials and 40% wages to create community assets. The proposal for UWEP is made by CDS
      forwarded to ULBthrough UPE cell and submitted to DUDA for the release of fund. The DUDA examines the proposal
     draws designs ,prepares estimate, technical sanctions, rate analysis and accords AA and expenditure sanctions, release
     funds to ULB andmonitor the execution of work. The work is executed departmentally by CDS under the supervision of
     ULB.  An amountof Rs. 7.01,588/- was allocated under the component for 1997-98 with a target of generating 6285
      Man days. The allocated amount has been sanctioned and released to ULSs for implementation of the work programme
     and utilisation certificate submitted.
     MUDA has not released further fund for SJSRY . The fund released by Central Government but locked up under
     suspension head of 8449 is yet to be released to DUDA Bishnupur for the Financial year 1998-99, 1999-2000,
     2000-2001 and 2001-2002. Hence no further work programme could be taken up.
Although DUDA Bishnupur was formed in December 1997 and registered in January 1998 but DUDA was defunct as no fund was released for the year 1998-99. The SJSRY fund for 1997-98 was released to DUDA Bishnupur only in April 1999 and office of DUDA Bishnupur started functioning only from July 1999 with some skeleton staff, office and furniture.
The staff comprising of 2 LDC and 2 Grade IV were appointed on daily wages Muster rolls basis in July 1999. Since for the execution of development works requires technical manpower for preparing design, estimate, rate analysis and technical sanction one S.O (Civil) was appointed on contract basis @ Rs. 2000/- p.m in Oct. 1999.
In pursuance of the Govt. order No. 1/15/2000-FC dated 19th. March 2001, the services of all the Muster roll and contract basis staff of DUDA Bishnupur is terminated vide order No. 1/40/Estt/89-DCB dated 31st. March 2001. The office of DUDA, Bishnupur is facing tremendous hardship in the normal functioning of the office in the absence of the staff.
